There was a German lady with us. I had doubts whether she would be given entrance in the Vishwanath Temple. But, as she is a Buddhist and hence as a Hindu, the priests had no objection. The lanes around the temple are very dirty. |

Some of the Kathana cultivators saw me today morning. They brought with them a batch of Chothai notices which I was surprised to see. In this regard, I have sent a telegram to you and also to the Secretariat at Bombay. About your opinion about Vadhtal, I have to point out the fallacious calculations of annawari where both Kharif and Rabi crops are taken. Rabi crops in this district are like an oasis in a big desert. Rabi crops in this district account for 1/12 in the year 1914-15 and 1/20 in 1915-16. Certain varieties of agricultural produce e.g. spices, vegetables, variates, cannot be taken into account as they are grown by very few cultivators. Similarly cotton. I had requested you to allow me to accompany you during your visit to Vadhtal. For then, I could explain to you in person on the spot. Your decision is mainly based on Mamlatdar's figures. Your annawari of tuvar, kodra, rice, bavto, tobacco, etc. is too high. By my calculations, the annawari is less than 6. In Vadthal it has been 2 %. Annawari of Kharif crops arrived at by M/s Gokuldas Parekh and Patel and also by Mr. Deodhar and party was under 4 annas. My investigations for nearly 350 villages are corroborated by two other independent investigators. My investigation embraces all the talukas and covers a large number of villages in each taluka. I have no hesitation in asking for full suspension in respect of all but a few of them. In some of the villages, the first installment has been collected. In some others, where half suspension had been ordered, in certain cases both the installments have been collected under pressure: In caser where the first installment has been collected, suspension orders for the second installment may be issued. This is to be done not only on the ground of failure of crops but also on the ground that this district has very hard hit by the epidemic of plague. Your argument that the grains fetched high prices this year cannot be accepted. Even if full suspension is not granted, at least half the suspension can be granted. In that case, I shall try utmost to persuade people to pay the first installment in not already paid. The question of Daskroi villages remains. The flood did irreparable damage to their crops and they are entiltled to full relief. Those cultivators from over there who took Rabi crops should also be given the benefit of relief. It is true that the Kaira district has been naturally rich and prosperous. But the recent studies show that the district is going down the ladder in point of prosperity.(Ref. to the Mhowra Act). At least this year, the cutting of Mhowra trees should be suspended on humanitarian grounds, because, this year has been a scarcity year. This letter may be passed to the Government for consideration with favourable recommendation, if possible.In his forwarding remarks, Mr. Ghosal, Collector of Kaira, writes as follows : - Wheat crop : Less than 3 annas. Mustard : very good crop, whether irrigated or unirrigated. In the good tract it is 12 annas. In the inferior tract it is 6 annas. Gram: Crop annawari valuation at 8 annas in good tracts and 6 annas in inferior tracts. Full collection of land revenue may cause hardship in individual cases only. It is true even in the case of Vadthal. The cultivators have their holdings in both the tracts. Suspension has been asked for on the ground of high wages, high prices, and prevalence of plague also. But this also cannot be accepted. About the fruit trees (Tamarind, Mhowra, Rayan, Mango) : These trees bring enormous profit to the people. Mr. Gandhi's argument is that if Rabi crop is not good, then Kharif annawari should also be reduced accordingly, which cannot be accepted. As far as Nadiad taluka villages are concerned, there has been an inadvertent mistake in anna valuation on the basis of which half suspension had been ordered. The whole misunderstanding has arisen perhaps because of the 'distorted' idea of what the true anna valuation is. |
