F. Pratt says that reports go to say that cattle-owners are being coerced not to sell milk to dairies. Gandhiji rings to the notice of Mr. Pratt that the language used in Gujarati circular is highly unbecoming, undignified, offensive and could not be used about respectable persons. The collector may not have intended to do so. But the circular is open to grave objection. About dairy activity he says that milk supplied to the dairies is the milk that is taken away from the infants' months. He wanted to know if any coercion was used against the milk suppliers. As for the forfeiture (of land) notices, Gandhiji says that they are vindictive and should be withdrawn.

Gandhiji, in continuation of his letter dated 15-2-1918, says that he would not leave Gujarat till he completed the investigation about failure of crops in Kaira. He thinks that convincing proof has not been placed before Mr. Pratt to decide otherwise about collection of land revenue. Even though, M/S Parekh and Co. and Deodhar and Co. have not been able to stand the fire of cross examination, Gandhiji felt that the truth is on their side. There are some facts which we may not be able to prove. But there is a popular belief re:failure of crops which should be investigated. Gandhiji would like to do it, for it is a duty that he owes to the people of Kaira, to Gujarat Sabha (of which he was the President), and also to the Government Gandhiji says that he has no desire to produce a useless agitation. He expects that the collector of Kaira will give him all information and facilities to conduct the investigation. Also, Gandhiji will now attend the Governor's Durban, the invitation to attend which Gandhiji had previously declined because of his programme in Delhi. Gandhiji requests that collection of land revenue may be postponed at least till his investigation is over.

He repeats his request that the collection of land revenue be postponed till his investigation is over. Also, he assures that he would not take any extreme step before seeking an interview to place his position before the Governor.

Referring to the question of withholding payment of revenue assessment in cases where the crops have failed, Gopladas Desai says that such steps are unlawful and had advised the agriculturists' meeting at Ahmedabad not to have recourse to such extreme steps. According to him, the state is the owner of the land and the agriculturists have the right of occupancy only on the condition of regular payment of land revenue. The amount of land revenue is of the nature of rent and not of tax payment, and hence not dependent upon quality of crops or failure of crops. However, the collector would consider with sympathy if cases deserving of relief were brought to his notice.

I went to Naika and Navagam. The crops have really failed. It is only four 'Annas'. The crops have been damaged by overflow of Khari canal. There have been three successive bad seasons. The neighbouring villages also have the same story to tell. But I have yet to investigate their claim. Notices of forfeiture of lands served on the farmers of Naika and Navagam be withdrawn. Condition in Daskroi be inquired into thoroughly. Can you furnish me with the names of persons by whom undue pressure has been alleged to have been exercised on persons supplying milk to the dairies ?

Our report has appeared in the 'Times of India' of 23rd inst. Received your kind letter of 21st. I shall stay this side till 7th or 8th March, during which period I shall go to Poona and Ratnagiri for lectures. Mr. Thakkar will accompany Mr. Gandhi in his tours undertaken for purposes of investigation. From what we saw in the fields at Thasra, Dakor, Ajupura, Kapadwanj and Mahudha, the rabi crops have been poor, both in quality and quantity. I am sending herewith a list of the names of villages where we have completed our investigation. Another list is being sent shortly. In all the villages the crops have been four 'annas' or under. I am told that some of the peasants have already paid the first installment under pressure: Some of them were pressurised to pay both the installments together. Many of them had to sell their cattle and or personal belongings. Moreover, the epidemic of plague also brought misery to the people. Many of the families have lost the earning members. In view of all these things, collection of revenue should be suspended. Some cases deserve complete remission. Felling of Mhowra trees may be stopped at least this year, being the year of scarcity.

According to your own earlier suggestion I went to Vadthal for assessing the situation personally. There, I can't quite agree with your findings. I find that crops have been 7.5 annas, while as you put it at 2.75 annas. In your own opinion, Kaira has been a rich tract and hence, your point regarding the selling of cattle etc. by farmers needs to be verified. About Mhowra trees, so far people were intrested in them because they yeilded liquor and not for food purposes. Mhowra trees fetch value as wood and also as building material. That matter is to come up for discussion before the Council. From 2nd to 4th March, I am in Nadiad and may see you on one of the days.

We calculate Annawari not by fields but for the whole village, which gives a view of the general situation of the village as a whole. If a farmer raises two crops in one and the same year, one Kharif and then Rabi, he is getting double benefit, without spending much for the second crop. Fieldwise calculations may lead to absurdities. If in this year the Kharif crop was bad because of excessive rain, it really helped in geting a good Rabi crop.

Mr. Ghosal, Collector of Kaira, says that the form which a cultivator is expected to sign will be to his own advantage. Regarding suspension or postponement of land revenue, he says that he has thoroughly examined the issue again and sees no reason to revise or alter his decision. By signing the form under reference, the cultivator himself would be saved from the embarassment. The form is intended to be an agreement between the cultivator and the Government which would do away with the necessity of coercive measures. Mr. Ghosal is surprised to learn that Gandhiji should have any objection against such an agreement.

Mr. Ghosal says he would forward Gandhiji's letter dated 9th March. Referring to Para-6 of the said letter Mr. Ghosal offers the following remarks. (1) The anna valuation of Vadthal has been in accordance with the existing rules. (2) The ground on which suspension of collection is requested is based on two points : (a) Admitted partial failure of crops and (b) plague and high prices. Plague and high prices are outside the scope of ordinary rules and your request would be considered by the Government Regarding Daskroi villages, full consideration has been given to the cases of cultivators who tried to grow Rabi crops on flooded area and failed. People cand make use of Mhowra flowers till 16th of July. By then, there may be favourable monsoon which would generate profitable employment opportunities. The question of Mhowra Act is before the Council.
